Support and facilitation of the "Taula de Cogestió marítima del litoral del Baix Empordà" (Baix Empordà Coastal Maritime Co-management Committee)

The project, developed in collaboration with the Generalitat de Catalunya, aims to support the technical secretariat of the Taula de Cogestió, a permanent space for participation where proposals for improving the management and planning of uses and activities in the Baix Empordà Coastal Protected Marine Area, included in the Natura 2000 Network, are debated and specified. This initiative includes the preparation of a sustainability study of this protected marine area, which will contain recommendations and technical, regulatory and funding proposals to ensure the continuity of the project in the medium and long term and improve governance.

So far, several working groups and sessions have been held (fisheries, communication, scientific, blue economy, board of facilitators, etc.) and an annual plenary. Interviews and several participatory workshops have been carried out for the elaboration of the sustainability study.

An online platform has been created to disseminate the project and the milestones achieved, the publication of current news of the Taula de Cogestió marítima del Litoral del Baix Empordà and participation has been encouraged.

The Ministry for Ecological Transition and the Demographic Challenge (MITECO) has launched this initiative in collaboration with the Generalitat Valenciana and WWF Spain, involving the different public administrations, agents and users of this protected area. Its aim is to carry out the planning and regulation of uses and activities, as well as to design a governance structure that includes a coordinating body for the effective management of this marine area of state competence, together with the adjacent terrestrial area of the SCI Penya Segats de la Marina, which is the competence of the Generalitat Valenciana.

A study will also be carried out to identify the financial and legislative measures and mechanisms needed to ensure the medium and long-term continuity of the governance experience initiated, in accordance with the Governance Strategy for the marine areas of the Natura 2000 Network developed within the framework of the LIFE INTEMARES project.

A first phase of interviews was held, as well as a participatory workshop to facilitate the participation of managers, users and interest groups in the drafting of the proposal for the regulation and zoning of uses and activities in this area.

A web platform has been created to encourage social participation.

We have launched a demonstrative experience in five areas of the Natura 2000 Network of Formentera with the aim of improving governance processes and facilitating the participation of stakeholders, as well as designing a system of incentives to promote good practices in the sea. This initiative is part of the Formentera Marine Stewardship Board, promoted in 2017 by the Balearic Islands Government.

So far, several meetings have been held with different working groups (administrative coordination, professional fishing…) as well as two plenary sessions of the Taula de Custodia Marina de Formentera, which have involved a total of 97 people from 47 entities.

The Department of Sustainability, Environment and Blue Economy of the Regional Government of Andalusia is developing a demonstrative experience of marine-coastal governance, aimed at the management and organisation of the use of environmentally-friendly moorings in Special Areas of Conservation (SAC) under regional jurisdiction. The aim is to lay the foundations for a new management model for these anchorages that is sustainable and sustained over time, and that guarantees their functionality in order to make the conservation of biodiversity and the development of other activities in the marine environment compatible.

It also seeks to identify and exchange knowledge on other models of environmentally-friendly mooring management in protected areas in other autonomous communities, to improve marine governance processes and to seek alternatives to the management of environmentally-friendly mooring.

The project, developed in collaboration with the Ministry for Ecological Transition and the Demographic Challenge and the Generalitat Valenciana, seeks to achieve membership of the Sustainability Recognition System for Nature Tourism in the Natura 2000 Network in the Natura 2000 Network of the SCI/SPA marine area of the Marina Alta, as well as companies operating in this protected area.
